My interpretation of FAR 91.103 with respect to "other reliable information" is simple. I believe you are under mandatory "contract" with the FAA. The FAA has "offered" you this regulation by way of an administrative rule, backed up by administrative judges. You have no choice but to "accept" this regulatory offer. The question is, how do you plan to be "bound" to "contractual" terms?
If there is a high density altitude accident or incident, investigators will look to the specific intent of the pilot (his/her purpose?). This having to do with what a reasonably prudent pilot would do (weather & runway analysis, pre-planning for example). Now ask what was the pilot's general intent for the conduct of this flight?
With respect to general intent, I believe you are like an "accountant." Here, the terms, conditions & subject matter have to be balanced & equated to relevant terms, conditions & subject matter that are existing over a span of time. This means we look at weight, temperature & pressure and make the appropriate revision to sustain safe flight. This "revision" may include reducing weight (less fuel, less payload) & "waiting" (an element of time) for a lower ambient temperature. An accountant's "big picture" is attained by triangulation of a balance sheet, income statement & a statement of cash flow, valid for a time "snapshot." A lawyer's "big picture" would look to pilot duty, breach of duty, actual cause, proximate cause & damages. You must defend yourself with knowledge, in any case.
